Abstract

The Indo-Pacific has emerged as the central geopolitical and geoeconomic region of the twenty-first century, marked by strategic competition, maritime security challenges, technological transformation, and evolving regional governance. In this context, the Quadrilateral Security Dialogue (QUAD), comprising Australia, India, Japan, and the United States, has evolved from an informal consultative forum into a significant model of contemporary minilateral cooperation. Unlike formal military alliances or treaty-based organisations, the QUAD functions as a flexible, issue-based partnership promoting a free, open, inclusive, and rules-based Indo-Pacific. This paper examines the QUAD through the framework of minilateralism, arguing that its importance extends beyond strategic balancing to encompass collective action in maritime security, critical technologies, resilient supply chains, climate cooperation, disaster relief, and public health. Drawing upon International Relations, International Law, and Governance Studies, the research employs doctrinal and qualitative methods to analyse official QUAD statements, international legal instruments, policy documents, and scholarly literature. The study argues that the QUAD represents an emerging model of strategic minilateral governance whose effectiveness depends on strengthening institutional cooperation, reinforcing international legal norms, and delivering practical regional public goods. While challenges such as institutional informality, differing strategic priorities, and concerns over regional inclusivity persist, the QUAD possesses significant potential to contribute to a stable, resilient, and rules-based Indo-Pacific.
