Abstract

L. Muruganantham v. State of Tamil Nadu & Ors. (2025 INSC 844) is a landmark decision that strengthens the constitutional and statutory rights of prisoners with disabilities in India. Triggered by the illegal arrest and custodial treatment of a disabled advocate, the case evolved beyond an individual compensation claim into a broader examination of disability-inclusive prison administration. The Supreme Court reaffirmed that incarceration restricts personal liberty but does not extinguish the rights to dignity, equality, healthcare, accessibility, and reasonable accommodation guaranteed under Articles 14 and 21 of the Constitution, the Rights of Persons with Disabilities Act, 2016, and the UN Convention on the Rights of Persons with Disabilities. While distinguishing systemic inadequacies from individual culpability and declining to impose additional liability on prison officials, the Court issued comprehensive structural directions requiring accessible prison infrastructure, community-equivalent healthcare, disability-sensitive administration, accessibility audits, staff sensitisation, policy reforms, and data transparency. This commentary analyses the factual background, procedural history, issues, arguments, judicial reasoning, and ratio decidendi of the decision, while evaluating its significance in advancing disability jurisprudence and prison reform. It argues that the judgment transforms international human rights standards into enforceable constitutional obligations and establishes an important framework for a more humane, inclusive, and rights-based correctional system in India.
