Abstract

The Government of India launched the Smart Cities Mission (SCM) in 2015 with the aim of promoting sustainable and citizen-friendly urban development. The Mission envisions the creation of one hundred smart cities through integrated planning, use of digital technologies, and improved service delivery. While the policy intent is ambitious, its implementation has encountered significant legal challenges. These challenges arise across multiple domains: land acquisition, governance structures, distribution of municipal powers, citizen participation, data privacy, and inter-agency coordination.
