Abstract

The integrity of competitive examinations is fundamental to ensuring equality, fairness, and merit in India's education system. The alleged NEET paper leak exposed serious vulnerabilities in the administration of one of the country's most significant entrance examinations, raising concerns over institutional accountability, constitutional guarantees, and public confidence. This article examines the controversy through the lens of constitutional law, particularly Articles 14 and 21 of the Constitution of India, and the principles of the rule of law and procedural fairness. It further analyzes the psychological, financial, and social consequences suffered by students whose years of hard work are undermined by examination irregularities. The paper also discusses the criminal law implications of organized examination fraud, judicial responses to large-scale examination misconduct, and the systemic failures that facilitate such breaches. Finally, it proposes reforms including stronger digital security, independent oversight, greater transparency, swift investigation, enhanced candidate protection, and robust legal accountability. The article argues that safeguarding examination integrity is not merely an administrative obligation but a constitutional and moral imperative essential to preserving meritocracy, public trust, and equal opportunity in India.
