Abstract

Women’s participation in the public and political sphere has historically been constrained by deeply entrenched patriarchal structures that limit access to power and decision-making. This article examines women’s representation in Panchayati Raj Institutions (PRIs) as a critical site for democratic decentralisation and gender empowerment in India. Drawing upon feminist political theory, constitutional provisions, and international frameworks, it analyses the significance of political reservation in enhancing women’s visibility and participation at the grassroots level. The article further explores the persistent challenges faced by women representatives, including proxy leadership, institutional bias, lack of training, and intersectional disadvantages. It argues that while Panchayati Raj Institutions have expanded numerical representation, substantive empowerment requires sustained capacity-building, social transformation, and institutional support to translate representation into genuine democratic authority.
