Abstract

Anyone who has had trouble getting a bank to correct an incorrect deduction or to respond to a complaint has firsthand knowledge of the frustration that comes with such institutional silences. For millions of Indian consumers, the Ombudsman framework of the RBI has provided them with an avenue before their disputes have progressed to the point where they end up going to court. This framework was not an instantaneous development, having been developed over several decades, expanding from the narrow 1995 framework through successive consolidations, and now to the Reserve Bank – Integrated Ombudsman Scheme, 2026, effective from July 1, 2026, superseding the prior 2021 framework.
